Clean Energy Fuels Australia Marketing Pty Ltd has applied for an environmental authority to construct and operate a small-scale Liquefied Natural Gas (LNG) production facility. The proposed site is 41km north of Moranbah, in the Isaac Regional Council area, within a mining lease operated by the Centurion Coal Mine. The facility will process up to 1.46 petajoules of incidental coal mine waste gas (ICMWG) annually, converting it into LNG for transport to regional Queensland for industrial use or regasification and injection into the Queensland natural gas pipeline, increasing the supply of gas to the domestic market. This project aims to reduce greenhouse gas emissions and lowering the overall carbon footprint of the Centurion Coal Mine and its surrounding operations.

ENVIRONMENTAL PROTECTION ACT 1994
Section 152
Application notice
Centurion LNG Facility
Resource activity: Site specific petroleum activity

It is advised that Clean Energy Fuels Australia Marketing Pty Ltd has lodged an application for an environmental authority in accordance with the requirements of the Environmental Protection Act 1994.

The application relates to a proposal to construct and operate a small-scale Liquefied Natural Gas (LNG) Production Facility, 41km north of the town of Moranbah in the Isaac Regional Council area, within a mining lease operated by the Centurion Coal Mine.

The resource activity is proposed to occur on the following tenure(s) and will involve:

  • Petroleum Facility Licence (PFL) 35 for which an application has been submitted in accordance with the Petroleum and Gas (Production and Safety) Act 2004.
  • The following Environmental Relevant Activities (ERAs):
  • Schedule 3 08 - A petroleum or GHG storage activity, other than items 1 to 7, that includes an activity from Schedule 2 with an AES.
  • Ancillary ERA 08 - Chemical Storage (4) - storing 200t or more of chemicals that are solids or gases, other than chemicals mentioned in items 1 to 3, under subsection (1)(d)
  • Ancillary ERA 09 - Hydrocarbon gas refining 1(c) refining coal seam gas.

The application will establish a facility that will process incidental coal mine waste gas (ICMWG) captured from the Centurion Coal Mine, which will be sent via pipeline from mining lease (ML) 1790 (Refer to Map 1). The facility’s proposed location in the northern quadrant of ML 6949 is 3km north of the existing surface infrastructure of the Centurion Coal Mine. The site will cover an area of 190m by 190m on Lot 412 on Plan SP352711.

The ICMWG will be converted into LNG for beneficial use and transported by road to either a facility near Rolleston for regasification and injection into the Queensland natural gas pipeline, increasing the supply of gas to the domestic market, or to regional Queensland sites for use in industrial operations. The proposed facility will process up to 1.46 petajoules of ICMWG annually, contributing to a reduction in greenhouse gas emissions and lowering the overall carbon footprint of the Centurion Coal Mine and its surrounding operations.
